The Challenge:

Waka Kotahi NZTA’s The Road to Zero, Speed and Infrastructure Programme (formerly the Safe Networks Programme) is tasked with finding solutions that offer the greatest potential to reduce deaths and serious injuries on the state highway network in New Zealand. 


The Outcome:

The project took a corridor approach to evaluating risk rather than addressing isolated crash spots. The project is delivering median and roadside barriers, markings and signs, rural roundabouts and speed reviews across New Zealand over ten years, from 2019-2029.


Our Involvement:

Resolve Group was responsible for programme establishment work and the procurement of a professional services panel. We were the Design Manager for the project, worked on Design Brief Developments and provided Design Briefs for pipeline of corridor treatments.

We facilitated Waka Kotahi workshops and provided overall project support including programme management for speed management technical reviews and assistance with technical details to support speed limit change process.

Resolve Group was seconded as Acting Consortia Manager from 2018–2020. This work included:

  • Responsibility for providing client-side input to the development of the professional services RFP,
  • Acting as an advisor to the Tender Evaluation Team during evaluation,
  • Involvement in pre-letting discussions with suppliers,
  • Managing the establishment and performance of two professional services consortia to deliver $40M of professional fees for road safety design work in the 2018-21 NLTP period.
