You may know Tim as a trusted business case specialist. As someone who understands central government investment and funding language, his skills and expertise are highly valued and sought after. Recently completing a secondment role as Principal Investment Advisor in the Local Government Partnerships team with NZ Transport Agency Waka Kotahi (NZTA), Tim worked with local and central government organisations to support, update, and optimise their land transport investment programmes.

As part of his role, Tim represented and supported NZTA through meaningful and timely communication with local government partners. This communication helped ensure investment and policy requirements were clearly understood to enable the efficient and effective delivery of activities that support government transport priorities and desired outcomes.

Tim says that his time on this secondment was a marvellous opportunity to work with a great team supporting partner organisations and he is grateful for the trust and confidence NZTA has in his ability and that of the Resolve Group team.

“I thoroughly enjoy working with people, assisting and advising to get plans off the drawing board and implemented”, says Tim. “Working with NZTA and local government partners is definitely a happy place for me, and I look forward to the future as the 2024 National Land Transport Programme is released, signalling the next wave of investment in New Zealand’s transport infrastructure.”

Tim provides expert advice to local government partners on NZTA’s business case approach and says he gets immense satisfaction from supporting and enabling partners to align and plan integrated transport system-wide solutions.

“I provide subject matter expertise right across the business case process,” explains Tim. “This includes scheme assessments, the narrative and strategic rationale, problem and benefit development, evidence gathering, the assessment of economic evaluations and Point of Entry as well as integrated multimodal transport solutions.”

Tim also provided Auckland Transport dedicated investment advice for their Eastern Busway public transport improvements project and managed the business case through Auckland Transport’s internal assurance requirements, as well as the NZTA approval process.

Tim’s knowledge and expertise means he is frequently called upon to undertake investment quality assurance, assess investment proposals and provide recommendations about NZTA co-investment processes, GPS alignment and economic efficiency. And while this is all extremely important to everyone involved, Tim says that building partnerships and maintaining professional and trusted relationships with key stakeholders and customers are what provides the utmost satisfaction for him.
