The Challenge:
In November 2010, Auckland Transport (AT) took responsibility for managing approximately 25 term service contracts at a combined value of approximately $1b for the maintenance and renewal of 7,124kms of road network in Auckland, from routine maintenance and resealing, to formation of curb and channel, and emergency repairs. While the inaugural Road Corridor Maintenance and Renewals (RCMR) contracts were well designed and supported, they no longer met the changing demands of Auckland’s network or the industry’s operating environment.
The Outcome:
A new Performance Management Framework (PMF) and supporting Basis of Payment (BOP) was created as part of developing new RCMR contracts.
Our Involvement:
Resolve Group’s involvement with the project goes back to 2011, when we assisted with the development of an innovative procurement plan as a model for future Auckland RCMR contracts. This strategy set a new direction for the transition of the 25 existing contracts into nine contracts, each for a term of four years, rolled out in three phases, from July 2012 to July 2014. Over this period we also contributed by:
- Writing the contract documents and the Auckland Road Maintenance Specification,
- Chairing the Contracts Advisory Group, Technical Support Team and Tender Evaluation Team,
- Managing the Tender Process to Contract Award.
Resolve Group are currently participating throughout the development of the new RCMR procurement planning and document development process, including contribution to:
- Development of a procurement strategy ensuring good alignment to AT’s key strategic drivers,
- All sections of the revised contract documentation,
- Development of a new performance framework that incorporates the best initiatives from a range of best practice examples, as well as bespoke measures developed to meet the specific requirements of AT.
