The Challenge:

A solution was needed to reduce congestion and improve travel time reliability for people and freight in the area.

The Outcome:

The Peka Peka to Ōtaki Expressway, opened in December 2022. This 13-kilometer, $405M, high-standard four-lane expressway bypass of Otaki was delivered under a design build contract by Fletcher Construction. Part of the Wellington Northern Corridor Road of National Significance, it includes nine bridges, major rail realignments, shared pathways, new local roads and revocation of the former state highway. Associated works include archeological investigations, the relocation of several heritage properties and a review of the business case for a possible full interchange at Peka Peka.

Our Involvement:

Resolve Group provided project management for Waka Kotahi NZ Transport Agency in both an acting and supporting capacity from the commencement of construction in 2017. We led decision making on matters such as revised operational noise solutions, shared path investments and route option selections along with reviews of changed traffic volumes. We liaised with the local Kāpiti Coast District Council (KCDC), Heritage New Zealand, LINZ and KiwiRail over Waka Kotahi NZ Transport Agency’s investment review for a modified full interchange at Peka Peka. We also managed heritage property relocations, restorations and related property disposals.
