The Challenge:
Through its 2018 and 2020 budgets, the Government directed Kāinga Ora to increase the public housing stock by some 11,512 homes, by 30 June 2024.
The Outcome:
In 2021, Kāinga Ora established Project Velocity to reinvent the traditional development approach in order to deliver housing in a faster, more reliable and consistent way. With construction cost inflation at a 30-year high, Project Velocity aimed to eliminate all waste from the process and help the industry deal with some systemic issues.
The Housing Delivery System (HDS) was established, based on production-line manufacturing processes including the principles of ‘Lean’, ‘Kaizen’ and ‘Agile”. This involves co-located Client and Consultant resources, collaborating in person, planning, co-ordinating and tracking each task for delivery of housing redevelopments.
After Beta Testing of the Housing Delivery System was successfully concluded, HDS was made permanent in February 2024.
HDS successes include a dramatic and reliable reduction in the timeframes to complete preconstruction processes, cost reductions and positive feedback from both external and internal stakeholders.
Our Involvement:
Development Management resource was requested from Resolve Group during the Beta Testing of the system. Daryl Lim worked across the HDS MBU teams in Development Manager and Acting Workstream lead roles. Debbie Keane provided services in the Project Coordinator role.
