Richard Quinn

“Procurement processes can be a barrier to progress. I enjoy working closely with my clients to navigate the best path. Through careful design–tailoring each procurement approach to the specific needs of the project–huge value can be unlocked and the use of skills within the supply chain optimised.”

Over his career, Richard has had a lead role in the development of several new contract delivery models for the New Zealand market. This work included alliancing, design and contract, early contractor involvement and public private partnerships. He has worked on infrastructure projects for client, contractor, and consulting organisations, including international contracting experience, multi-disciplinary consultancies, and central government organisations. Waka Kotahi NZ Transport Agency’s infrastructure procurement team was led by Richard for over a decade and was recognised three years in a row by Infrastructure New Zealand as the country’s benchmark for infrastructure procurement expertise. In 2011, Richard was a member of the team which reviewed NZS:3910, the team was recognised by Standards New Zealand Committee of the Year in 2012.

Much of Richard’s career has been focused on client-side procurement and project management involving many of New Zealand’s largest infrastructure projects, including Auckland’s Waterview Tunnel Connection and Wellington’s Memorial Park. His experience in Public Private Partnerships includes Transmission Gully and a number of Puhoi to Warkworth projects.

Since joining the Resolve Group in 2018, his honed commercial acumen and his extensive procurement and project management experience have meant he has successfully worked within, led, and managed, a variety of teams, enabling him to further progress his strong collaboration and strategic planning skills across a range of circumstances and projects. These include RiverLink, a transformational set of projects for Te Awa Kairangi Ki Tai Lower Hutt, and the Wellington Transport Alliance. He also led the Early Contractor Involvement procurement process for Tauranga City Council’s Cameron Road project and the Wellington Water’s Omāroro Reservoir project.
